Historical Note: The 1960s and early 1970s were a time of national social upheaval, political protest, and generational tension. Kent State University, like many other institutions of higher education, experienced an active environment of social movement and change. In addition to normal law enforcement activities on campus, the Kent State University Police department also monitored a wide array of organizations in which students and others affiliated with Kent State participated. The University police force also engaged in active surveillance and investigation of these organizations and their local members, in particular, the Black United Students (BUS), Students for a Democratic Society (SDS), and the Young Socialist Alliance (YSA). The Kent State Police also played a role in creating incident and investigation reports on the events immediately leading up to and during the Kent State shootings on May 4, 1970, as well as on incidents that occurred in the immediate aftermath of the shootings. The department continued to monitor political and other protest activities on campus in the years following the shootings. The Kent State Police became involved in some of the many legal cases that resulted from the shootings when department personnel were subpeaoned to provide documentation from their records. The department also was compelled to provide a significant amount of documentation for a legal case involving an undercover agent of the Kent State Police (Reinhold Mohr) who infiltrated the local chapter of the Vietnam Veterans Against the War. This case is commonly referred to as VVAW v. Fyke.

Scope and Content: These records reflect a range of activities of the Kent State University Police department primarily from the period of 1968 through 1973, but with earlier and later records being present. There are records maintained on individual persons, including arrest records, a group of files compiled on various national and local organizations and subjects related to campus unrest and political protest. There is a large group of files compiled by the department in relation to legal cases. Finally, the collection includes photographs and audio-visual recordings that appear to have been utilized as part of the Kent State Police department's surveillance and investigation of various people, organizations, and events during this period.

Series 1: Records on Individuals

Scope and Content: This series includes files related to individuals, most often regarding arrests made by the Kent State Police or other law enforcement entities. Many, but not all of the individuals, were Kent State students. A minority of files contain information on intelligence information compiled about an individual, which may or may not include evidence of an arrest having occurred. Included in this series are individual files for many of the persons indicted as part of the “Kent 25” in fall 1970 and those arrested as part of major protest events such as the 1969 SDS Music & Speech Building occupation and the ROTC Day demonstrations of May 20, 1971. However, many of the files have nothing to do with political protest activities.

Series 2: Organizations and Subject Files

Scope and Content: This series contains files compiled by the Kent State University Police Department and Public Safety Director. They include Kent State Police Intelligence Unit and incident reports, copies of other law enforcement agencies’ reports, clippings and publications, background information, photographs, and membership or suspected membership of various organizations being monitored by the Kent State University Police and/or Director of Public Safety. Also included are subject files that are topical in nature and not about a specific organization. Some files are quite extensive, while others have only one or two items on a given subject.

Series 3: Kent State Shootings Files

Scope and Content: This series includes records created or compiled by the Kent State University Police department that pertain to the days immediately before, during, and after the Kent State shootings of May 4, 1970. Most of these files are comprised of law enforcement case files and reports. It appears that most of the material in this series was compiled for the United States of America v. Lawrence A. Shafer case. Please see the Litigation Series for more information on that case. One photograph taken on May 4, 1970 has been placed with the Photographs series below.
